Local Content



Local content laws are on the rise in African countries. The focus on local content is seen to improve the economy, generate more jobs, and accelerate the development of African nations. Countries such as Senegal and Côte d’Ivoire, have already adopted such regulations in some industrial sectors. 


Côte d'Ivoire


In Côte d'Ivoire, local content regulations, as per Law No 2022-408, include the obligation to employ local employees and work with local small and medium-sized enterprises (SMEs) in the oil and gas sector. The law also provides criteria to evaluate local content through indexes and outlines enforcement measures, such as administrative sanctions for non-compliance, including suspension or withdrawal of approval, prohibition of contracting, and termination of production-sharing contracts.

Senegal


In Senegal, the local content regulations aim to promote the participation of the national private sector in the oil and gas industry. The country has adopted a law on local content in the hydrocarbon sector, which includes the establishment of a National Committee for the Follow-up of Local Content (CNSCL) to implement and monitor the regulations. These regulations are established in the Petroleum Code and the 2019 Local Content Act. The law aims to promote the participation of the national private sector in oil operations, as well as all contracts for the construction, supply, and services relating to petroleum operations. It also includes provisions for technology transfer to Senegalese companies and emphasizes the involvement of Senegalese experts with solid skills in relevant disciplines.
